FIFA has officially initiated an inquiry into FAM Secretary General Datuk Noor Azman Rahman concerning suspicions of forging records for seven players of Malaysian origin, as FAM proceeds with internal handling.
The Fédération Internationale de Football Association (FIFA) has formally opened an investigation into the Secretary General of the Football Association of Malaysia (FAM) Mr. Datuk Noor Azman Rahman, who is currently suspended amid allegations of falsifying documents for seven Malaysian-born footballers.
According to FAM President Datuk Mohd Yusoff Mahadi, besides FIFA’s investigation, Noor Azman will also face the FAM Disciplinary Committee for consideration of internal sanctions.
“We have received recommendations from the Integrity and Compliance Committee (IIC) as well as an official email from FIFA notifying us of the investigation into Noor Azman. FIFA aims to better understand the working procedures and his level of responsibility in this matter,” Mr. Yusoff stated following a special meeting of the FAM Executive Committee at Wisma FAM.
According to the FAM President, the disciplinary review will be conducted independently before being submitted to the Executive Committee (EXCO) for the final decision on sanctions.
“If the investigation results show Noor Azman’s wrongdoing, EXCO will consider appropriate disciplinary measures. The severity of the penalty depends on the scale and nature of the violation,” he added.
Earlier in October, FAM immediately suspended Datuk Noor Azman after news emerged that FIFA was investigating seven naturalized players in the national team. This decision was announced by FAM Vice President Datuk S. Sivasundram during an urgent press conference at the FAM headquarters, effective from October 17, 2025.
FAM affirmed its close cooperation with FIFA throughout the investigation and pledged to strengthen governance and oversight in player registration to ensure that incidents of negligence or document forgery do not happen again in the future.
